SAP was introduced, like SPP, in April 2003.

An employee adopting a child must satisfy two basic tests in the fifteenth week before the week in which they are matched with a child (the ‘Matching Week’) or received official notification that they are eligible to adopt a child from abroad. The tests are that they must, by the end of the Matching Week, have at least 26 weeks’ continuous employment and have ‘average weekly earnings’ of:
