The following matters should be considered in relation to an appeal to the tribunal:

(1)An appeal may only be made to the tribunal if it concerns a matter that is listed at ¶62-200, i.e. if it is within the tribunal's jurisdiction.

A matter is non-appealable if no statute expressly provides that in relation to it an appeal lies to the tribunal. Some non-appealable matters are listed at ¶62-210, although judicial review may be available (¶61-905).
