Complications can arise regarding payments between a local authority and third‐party organisations used to operate or provide leisure facilities (¶52-210). Such problems do not occur when the facilities are operated and managed in-house by the local authority.

When management of the facilities is devolved to a commercial contractor, the contractor’s charges to the local authority are standard-rated.
