As an alternative to transferring local authority housing stock to an RSL, in order to meet the Government’s ‘decent homes standard’ by ensuring their housing stock is kept in good repair, many local authorities delegate the management and maintenance of their housing stock to a third party. This may be an arm's length management organisation (ALMO), a tenant management organisation (TMO) or a tenant management co‐operative (TMC).
