Grants are made by local authorities to voluntary organisations and other bodies for various purposes, some to undertake an obligation which would normally fall upon a local authority and others to assist with the running costs of the organisation.

Many local authorities use a system of service level agreements (SLAs) with grant-aided organisations to set out, in general terms, the purpose(s) of the grant-aid. In the absence of an SLA, most authorities still set conditions linked to the grant.
