Registration with HMRC by using Form MLR 100 is required by a person, who accepts in cash the equivalent of €15,000 (at one time, this was about £10,000 depending on the rate of foreign exchange) or more for goods for any single business transaction (Money Laundering Regulations 2007 (SI 2007/2157), reg. 26; Notice MLR 9). Such persons are high-value dealers (HVDs) and must implement an anti-money laundering system. Examples of such persons are auctioneers, car dealers, and retailers of luxury goods (yachts, jewellery, antiques, works of art, etc.).
