Refunds from surrendered road fund licences (RFLs) received by a second-hand motor dealer are outside the scope of VAT. Therefore, no VAT is due. If a vehicle is bought for resale under the margin scheme, the purchase price of the vehicle should not be adjusted to take account of any such refund.
