The approach of both the 1966 and the 1982 Conventions to the avoidance of double taxation is broadly similar to the approach adopted by the OECD Model Convention relating to income. Both Draft Conventions seek to determine which of the parties to the Convention is the country to which the person most closely belongs and then, with limited exceptions relating to immovable property and business establishments, restrict taxing rights solely to that country.
