As explained in ¶600-900, the dependence upon the existence of a ‘disposition’ is inadequate to cover all situations in which it is desired to charge inheritance tax.

Thus on certain occasions tax is charged ‘as if’ a transfer of value has been made. These occasions are then brought within the remainder of the enactments relating to transfers of value by IHTA 1984, s. 3(4), which states:
