Without special rules, a person could ‘fragment’ a larger asset into a number of smaller assets (each worth less than the appropriate proportion of the whole) and dispose of them in a series of transactions to the same person or to persons who could then act together to reconstruct the larger asset – thus reducing the potential chargeable gain.
