Where there is no person who remains subject to the liabilities of the scheme administrator, those liabilities are imposed upon other persons. Such a situation can arise where:

there is no longer a scheme administrator in post, because either that person has died (or, if a company, has ceased to exist), or has vacated the office and been released from liability by HMRC (see ¶389-010);

the administrator cannot be traced; or
