Mr Graham Aaronson QC was invited by the Government to create a study group with the aim of determining whether an anti-abuse rule would be effective in the UK tax system and if so, to suggest a framework to be introduced as a result. This study group or committee consisted of three judges (serving and retired) with experience in the field of taxation, two academic tax lawyers and an experienced tax practitioner working in commerce.
