As noted, double taxation agreements fulfil a secondary purpose: that of facilitating the exchange of information and provision of administrative assistance between the authorities of the two contracting states. This is with a view to ensuring that relief from double taxation is properly given, but also to ensuring that a contracting state's residents are correctly reporting their tax liabilities in their home state.
