Under the International Organisations Act 1968, which replaced similar previous legislation, Her Majesty is empowered by Order in Council to grant certain immunities and privileges to the staff of international organisations of which the UK is a member. Section 4 of that Act also permits immunities to be granted to organisations of which the UK is not a member, but which maintain an establishment in the UK.
