The deduction of income tax at source has been a feature of the income tax system since its first inception. It has obvious advantages; by requiring the payer to deduct an amount representing income tax and pay it over to the authorities, revenue is received earlier and is at less risk from non-declaration by the recipient. Also, where payers are large organisations, they may be more efficiently monitored for compliance than many hundreds of thousands of individual taxpayers.
