Following consultation in March 2019 on reform of the off-payroll rules in the private sector, the Government published draft legislation which was intended to be effective from April 2020 but despite confirmation in Budget 2020, it was announced in the House of Commons 17 March 2020 that introduction of the new private sector rules would be deferred for one year as a result of the coronavirus pandemic. The legislation subsequently introduced in FA 2020, Sch.1 (private sector rules on IR35) will therefore apply from 6 April 2021.
